HOW PUBLIC FINANCE CAN SUPERCHARGE THE JUST ENERGY TRANSITION (2025)

Climate change poses serious and irreversible threats, and the window to act is rapidly closing. The world stands at a crossroads, facing the twin challenge of needing to rapidly cut emissions to avert catastrophic climate change while ensuring billions of people in the developing world gain access to modern energy for a dignified life. The only viable path forward is a just and equitable energy transition—a fundamental shift away from fossil fuels to a future powered by renewables, which is deliberately designed to be fair, inclusive, and that puts people and communities at its core.
This paper describes how public finance is the critical enabler for a just and equitable energy transition demonstrating through case studies how scaling up the marked progress achieved in countries, such as India, China and Brazil, can produce the renewables revolution the world needs.
